SAILING INSTRUCTIONS (SI)
- RULES
1.1. The regatta will be governed by:
(a) the Rules as defined in RRS for 2005-2008,
(b) Appendix P to RRS
1.2. No National authority prescriptions will apply.
1.3. The regatta is designated as Category “C” in accordance with Regulation 20 ISAF “Advertising Code”.
1.4. Finn Class rule C1.1 shall apply except that Flag Q shall be replaced by Flag O as permited by C1.2.
- ENTRIES
2.1.Only boats that have submitted a signed Entry Form, paid the full Entry Fee and have passed
the requirement measurement procedure prior to 18.00 August 19 are entered and entitled to
start.
2.2. Bow numbers are assigned at registration and it shall be each competitor’s responsibility to affix and maintain them properly. The Race Committee may protest any boat that has violated this instruction. The penalty shall be the 10% scoring penalty for the first race competed in by the infringing boat on the day of infraction. Replacement numbers shall be available from the Race Committee.
- PENALTIES
3.1. A boat that has taken a penalty under rule 31.2 or 44.1 shall complete an acknowledgement form at the regatta office within the protest time limit. A list of acknowledgements will be posted on the official Notice board within 30 minutes of the end of Protest time.
3.2. Penalties for violating class measurement rules are at the discretion of the International Jury.
- NOTICES TO COMPETITORS AND CHANGES TO SAILING INSTRUCTIONS
4.1. Notices to Competitors will be posted on the official Notice Board, which is located at the Club House of the Moscow Sailing School (MSS).
4.2. Any change to the SI will, after approval by the International Jury, be posted before

5.1. Signals made ashore will be displayed at the mast located at the parking area near the MSS Club House and announced by sound signals.
5.2. Code flag ‘AP’ with two sound signals: The race is postponed. ThWarning Signal will be made not less than 60 minutes after ‘AP’ is lowered.
5.3. Code flag ‘Y’ with one sound signal: Wear lifejackets while afloat.
5.4. Code flag ‘F’ with one sound signal: The towing will start in 15 minutes.

19.00 Prize Giving and Closing Ceremony

6.2. Not more than 3 races will be sailed on any racing days. Only one race will be held on August 26th. A maximum of nine races will be sailed in the regatta.

7. CLASS FLAG
The Class Flag will be the International Finn Association Flag.
8. RACING AREAS
Racing Areas location chart will be posted on the official Notice board.
9. THE COURSE
9.1. The diagram in Appendix A shows the courses including the approximate angles between the legs, the order in which the marks are to be rounded or passed and the side on which each mark is to be left. The course length will be adjusted for a target time of 75 minutes. Different duration will not be grounds for redress.
9.2. With or before the Warning Signal, the Starting Vessel will display the course to be sailed and approximate magnetic compass bearing to mark ‘1’.
9.3. Course signals will be displayed from the RC boat (See Appendix A).

10. MARKS
10.1. The course marks will be yellow inflatable buoys.
10.2. New marks, when used in accordance with SI 14 (Change the next leg of the course), will be red inflatable buoys.
10.3. Starting mark will be the pole with red/white flag

11. REPORTING AT STARTS
11.1.Before the warning signal of THE FIRST RACE OF THE DAY each boat is
required to sail past the stern of the starting Race Committee vessel on starboard tack
and verbally check in.
11.2. Any boat failing to check in accordance with SI 11.1 shall receive a scoring
penalty equal to 10% of the starters in the first race of the day.
12. THE START
12.1. Races will be started in accordance with RRS 26.
12.2 The starting line is defined as the line between the mast with red triangle on top on the RC starting vessel at the starboard end and the course side of the starting mark.
12.3. A boat shall not start later than five minutes after her starting signal. Any boat started
later shall be scored DNS.
13. STARTING PENALTIES – RECALLS
13.1. In case of individual recall, a RC boat near mark ‘1’ will, if possible, display Code flag ‘X’ and hail the sail numbers of boats scored OCS.
13.2. If any boat has broken rule 30.3 Black Flag Rule, a RC Vessel near mark ‘1’ will, if possible, display the Black Flag and hail the sail numbers of the boats disqualified. A boat whose sail is hailed shall leave the racing area immediately.
- CHANGE THE NEXT LEG OF THE COURSE
A change of next leg after start will be signalled before the leading boat has begun the leg, although the new mark may not then be in position. The original mark will be lifted as soon as practicable. Any mark to be rounded after the new mark may be relocated to maintain the original course configuration. When in a subsequent change of course mark is replaced, it will be replaced by a mark of the original shape and colour.
15.FINISH
15.1. The finishing line will be between the mast with the red triangle on the top on a RC boat displaying a blue flag on one end and the yellow buoy with blue flag.
15.2. Code flag ‘L’ displayed on the finishing vessel means: “Another race will be started as soon as possible”.
16.TIME LIMIT
Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored DNF. This changes rules 35 and A5.
17.WITHDRAWING FROM THE RACE
A boat that exits the course shall notify the Race Committee at the first opportunity.
18. PROTEST AND HEARINGS
18.1. Any boat intending to protest or file a request for redress alleging that an action or omission on the part of the Race Committee has materially prejudiced her finishing position, shall notify the Race Committee immediately after finishing that race. This modifies RRS 62.1(a).
18.2. SI 18.1 does not apply for a request for redress resulting from scoring, penalties applied without a hearing with rule 29.
18.3 The protest time limit is 45 minutes after the Race Committee boat has arrived to the harbour. This changes rules 61.3 and 62.2.
18.4. Protest forms are available at Regatta office. Protests shall be delivered to the IJ within the Protest time.
18.5. Protest notices will be posted within 30 minutes of the end of the Protest time to inform competitors when there is a hearing in which they are parties to a protest or named as witnesses. This notice will meet the requirement for the Race Committee or IJ to inform a boat that she is being protested. (This changes rule 61.1(b)).
18.6. A list of boats that have acknowledgement breaking rule 42 or have been disqualified by the IJ will be posted on the official Notice board before the Protest time limit.
18.7.Protests will be heard in the Jury room as soon as possible in the approximate order of receipt.
18.8.Decisions of the IJ will be final as provided in rule 70.4.
18.9.On the last day of the racing a request for redress or for reopening a hearing shall be delivered:
(a) Within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b) No later than 30 minutes after the party requesting redress or reopening was informed of the decision on that day;
This changes rules 62.2 and 66.
19. SCORING
19.1. The Low points Scoring System, rule A4 will apply.
19.2.Nine races are scheduled, of which four shall be completed to constitute a valid championship.
19.3. If 5 or more races are completed, each boat may discard her worst score.
20. SUPPORT BOATS
20.1. Coach boats shall register, stating which country/sailors they are coaching, shall sign the “Code of Conduct”, and shell conspicuously display a flag of their country of origin. Coaches on the motorboats supplied by he Organizing Authority shall carry all the time the flags/insignia provided by the Organizers.
20.2..Coaches and support boats shall stay outside of the race courses from the time of the preparatory signal for the first start until all boats have finished or the RC signals a postponement, general recall or abandonment.
20.3. If support boats fail to comply with the SIs 20, disciplinary measures may be taken, at the discretion of the IJ.
21. ELECTRONIC EQIPMENT
21.1. Only electronic equipment used for timing may be carried on board.
21.2. Competitors may be required to carry on board cameras, sound equipment or positioning equipment on request of the Organizing Authority.
22. SAIL NUMBERS
A boat should register and use only the distinguishing letters and sail number indicated on her Entry Form. Requests to use a different sail number during races shall be lodged with the RC in writing not later than 2 hours before the start of the first race of a day.
23. PRIZES
23.1. The Silver Cup “Jorg Brueder Trophy” will be awarded to the Finn Junior World Champion. Competitors scored first, second and third will be awarded gold, silver and bronze medals correspondingly.
23.2. The Organizing Authority will provide prizes for the first ten boats overall, the first rooky and souvenir prizes for every competitor.
23.3. Daily prizes will be awarded to the competitors finishing first in each race.
24. REPLACEMENT OF THE DAMAGED OR LOST EQUIPMENT
Replacement of damaged or lost equipment will not be allowed unless approved by the Official Measurer of the event. Requests to replace equipment should be made at the first reasonable opportunity.
25. INSPECTION OF EQUIPMENT
A boat or equipment may be inspected at any time by the Official Measurer of the event.
26. SAFETY EQUIPMENT
A paddle is not required. (This changes the Finn Class Rules).
27. RULES OF SUPPLIED BOATS / EQUIPMENT HANDLING
27.1. General
While all reasonable steps are taken to equalise the boats variations will not be grounds for redress (this changes rule 62).
27.2. Equipment list
The following items will be provided by the Organizing Authority:

· Centreboard
· Rudder with tiller and tiller extension
· Mainsail and set of battens
· Set of main sheets
· Mast and boom
· Safety equipment
27.3. Permitted items and actions
· A compass may be tied or tapped to the hull or mast;
· Wind indicators, including yarn or thread, may be tied or tapped anywhere on the boat;
· Hulls, centerboards and rudders may be cleaned, but only with water or any product supplied by the Organizers;
· Any fittings or equipment designed to be adjusted may be adjusted, provide that the class rules are complied with.
Requests to change equipment supplied by the Organizers shall be made in writing and approved by the Official Measurer of the event.
After the measurement, any claim about the boat or the equipment supplied by the Organizers are not ground for requesting redress.
27.4.Prohibited items and actions
Unless written permissions from the Official Measurer of the event has been received, the following is prohibited:
· Any additions, omissions or alterations to the equipment supplied.
· The use of any equipment for a purpose other than that intended.
· The replacement of any equipment without the sanction of the IJ.
· Sailing the boat in a manner that it is reasonable to predict that significant further damage would result.
· Using the boat for the purposes other than racing or practicing before races.
· Perforating sails, even to attach tell tales.

DRAWING OF BOATS
· All boats will be distributed by the Organizers by means of drawing which will take place during registration.
· Each participant will be supplied with “ready-to-go” boat equipped in accordance with SI 27 Handling of Boats.
· The participants may use their own boat. Sails and masts, provided that all the equipment is subject to measurement in accordance with Measurement.
